An older, overweight man, called Howie, enjoys his time with a prostitute during the day and is attacked and killed by a vampire with wings that night.

Cashel McCogan, Chief of Police, enters the grocery store early in the morning to get milk. As he converses with Bernie, the shop owner, two men enter the store with intents to rob it. Cashel fights them off and arrests them. As he drops them off at the police station, he is introduced to two federal agents assigned to assist him in keeping peace in town; Jack Straw and Felicia Book. It is explained that crime has gone up since the Hoover Dam project began.

The homicide of Howie is brough to their attention and all three head off to the Peabody Hotel, the scene of the crime.

When they arrive, they find the body drained and unrecognizable to his business associates. Howie is Howard Beaulieu, one of four firms, called The Consortium, hired for the dam project. Sraw and Book begin to try and identify the species of vampire that attack Howie.

They question the bellhop to find any suspects and discover the prostitute he was with was from The Frontier. Cashel calls his pregnant wife and tells her he will be late coming home, then sets off for The Frontier.

At The Frontier, they manage to meet Mr. Smoke, the owner, who is also Skinner Sweet.
